COE

CoESPU EGF
We share the General Chinotto Compound in Vicenza, Italy with two more units that are involved in SP; the Center of Excellence for Stability Police Units (COESPU) and the European Gendarmerie Force (EGF). Together these three entities are the international hub of expertise for Stability Policing. We provide lectures on a wide range of topics for the attendees of COESPU courses.
International Organisations
The COE cooperates with international organizations to identify possible projects in the SP Area. Also we encourage cooperation and exchange of expertise between the COE and other international organizations.

  • Interpol

    The COE is producing a Battlefield Evidence collection (BEC) Guide for Interpol. This guide can be used by (military) police forces in unsecure areas.
    Also we provide BEC courses for the Iraqi Security Forces.

  • European Union

    The EU provided the funds that enabled our COE to train more than a hundred officers from the Iraqi Security Forces in Battlefield Evidence Collection.

  • United Nations

    We exchange many lecturers for courses etc. with, mainly, the UN Police Division.

  • SIGAR

    Special Inspector General for Afghanistan Reconstruction. We are cooperating with this agency of the U.S. government in the area of Lessons Learned.
Academia
The COE maintains relationships with academia for joint analysis, elaboration of brief reports and insights on specific topics of mutual interest. On request we provide the academia with SP expertise.

Steering Committee
The Steering Committee is made up of Representatives of the Sponsoring Nations and assesses the performance of the Centre, provides direction, decides on the ongoing and future Programme of Work and approves the budget.
NATO

  • NATO Working Groups

    In the Working Groups, the NATO doctrines are constantly, being developed and adapted. Our COE contributes to this process with SP expertise.
    • MP panel
      One of the working groups is the MP Panel which develops doctrines specifically for MP and SP. Our COE plays a big part in this Panel.

  • Centres of Excellences

    Within NATO there are more than 20 accredited COE’s. They provide expertise on many different topics, ranging from ‘military medicine’ to ‘operating in confined and shallow waters’. Although the areas of expertise can differ, we all have a common goal of improving NATO and more or less the same ‘modus operandi’. In this light we have a lot of cooperation mainly on supporting issues that every COE has to deal with like Budget Financing, Command and Control Systems and Communications.
    • Military Police COE, Civil-Military Cooperation COE, Defence against Terrorism COE and Security Force Assistance COE
      Apart from the other COE, we have a special relationship with these four because their expertise is closely related to ours. Our staff provide lessons in some of their courses and vice-versa and we exchange information with each other if needed.

  • NATO Communications and Information Systems (NCISS) School

    We send our staff to the NCISS School to preserve and enrich their knowledge and skills for the current assignment according to the COE needs.

  • Allied Command Operations (ACO)

    This operational part of NATO is responsible for keeping the NATO forces trained and ready for action. For this reason they organize many exercises. Our COE injects Stability Policing topics\events in the exercise scenarios.

  • Allied Command Transformation (ACT)

    This organization deals with the transformation of NATO and makes sure that NATO is prepared for the future. In order to do so, they prepare many concepts of possible future developments. Our COE provides SP Expertise in the following concept developments: – Protection of Civilians – Urbanization – Strategic Foresight Analysis – Future Framework Analysis Operations

  • Defence Education Enhancement Programme (DEEP)

    DEEP stands for Defence Education Enhancement Programme. This programme helps NATO partners build, develop and reform military educational institutions. Under the umbrella of DEEP we are assisting the Tunisian War College with developing a Stability Policing curriculum.

  • Education and Training System

    • Requirement Authority (RA)
      NATO’s Allied Land Command in Izmir, Turkey, is our COEs Requirement Authority. This HQ Identifies the education and training needs of the Alliance.
    • Department Head (DH)
      The US Army Europe (USAEUR) acts as the Department Head. They try to find solutions for the education and training needs that are determined by the Requirement Authority (RA). Our COE is one of the ‘tools’ that can fill such an education or training gap.
    • Students
      Annually, we train and educate more than 120 students during our six courses on SP matters. Our students come mostly from Armed Forces of NATO Countries and Partners.
    • Lecturers
      The COE has a lot expertise in-house but for certain specialistic topics we use external experts as lecturers.
